The mandatory GST/HST registration threshold for Canadian freelancers is $30,000 in total taxable supplies over four consecutive calendar quarters. But the details of how that threshold is calculated trip up many self-employed Canadians. Here is the precise rule and how to know when you have hit it.
The Four-Quarter Rolling Test
The $30,000 threshold is not a calendar-year figure. It measures your total taxable revenues over any four consecutive calendar quarters.
A calendar quarter is: Q1 (Jan–Mar), Q2 (Apr–Jun), Q3 (Jul–Sep), Q4 (Oct–Dec).
Example 1 — Calendar year crossing:
You earn $8,000 per quarter throughout 2025. By Q4 2025, your four-quarter total (Q1–Q4) is $32,000. You crossed $30,000 in the fiscal year. You must register.
Example 2 — Mid-year crossing:
Q3 2024: $5,000 / Q4 2024: $8,000 / Q1 2025: $10,000 / Q2 2025: $12,000 = Total: $35,000. You crossed $30,000 during Q2 2025. Registration is required.
Example 3 — Single quarter crossing:
You land a large contract and earn $45,000 in one quarter. You exceeded $30,000 in a single calendar quarter — you must register immediately, before completing the sale that caused you to cross the threshold.
Exactly When Must You Register?
You must register within 29 days of the sale that caused you to exceed the $30,000 threshold. If you exceeded it on March 15, you must register by April 13.
Once registered, you must begin charging GST/HST on all subsequent taxable supplies to Canadian clients. You do not need to retroactively charge GST/HST on invoices issued before you crossed the threshold — but the sale that pushed you over may itself require GST/HST to be added or remitted.
What Counts Toward the $30,000?
Included:
- All revenue from taxable services and products sold to Canadian clients
- Revenue from international clients (even though it is zero-rated, it counts toward the threshold)
- Revenue from multiple business activities if you own them
Excluded:
- Employment income (T4 income) — this is never a taxable supply
- GST/HST you collected from clients (do not double-count)
- Exempt supplies (certain financial services, medical services, educational services)
- Capital asset sales (selling a computer you used in the business)
Should You Register Voluntarily Before $30,000?
Voluntary registration makes sense when:
- You have significant business expenses with GST/HST. ITCs let you recover the tax paid on purchases. If you spend $5,000/year on software, equipment, and professional fees, you could claim back $650 in Ontario HST — even below $30,000 in revenue.
- You are approaching the threshold. Proactively registering prevents scrambling when you unexpectedly cross $30,000 mid-project.
- Corporate clients expect a GST/HST number. Some enterprise clients specifically want a registration number on your invoice as a mark of business credibility.
Voluntary registration is not recommended when: You serve predominantly individual consumers (not businesses) who pay on final price — adding GST/HST raises your apparent price and may cost you clients. Below $30,000, the choice is yours.
How to Register
- Go to the CRA Business Registration Online (BRO) portal: canada.ca/en/revenue-agency/services/e-services/digital-services-businesses/register.html
- Log in with your CRA My Account credentials
- Get or confirm your Business Number (BN)
- Add a GST/HST account (RT) as a program account
- Select your filing frequency (annual is default for revenues under $1.5M)
Registration is immediate online in most cases. As of November 3, 2025, phone registrations are no longer accepted — all BN and program account registrations are online only.
Frequently Asked Questions
Do I track the $30,000 per business activity or across all activities?
Across all taxable supplies from all your business activities combined. If you freelance as a writer and also teach online courses, both revenue streams count toward the same $30,000 threshold.
What happens if I register late?
The CRA can assess you for GST/HST on all taxable supplies made after you should have registered, including any that you did not collect from clients. This means the tax comes out of your net income. Register on time — monitor your four-quarter revenue total each quarter.
Does earning $30,000 in a single month trigger registration?
Yes. If your revenue in a single calendar quarter exceeds $30,000, registration is required immediately. The obligation arises on the day you exceed the threshold in that quarter — you must register within 29 days of that date.
